Tech question

I can't download anything and haven't been able to for a while. I right click, select 'save as', it gives me a choice of places on my hard drive and I pick one and then, instead of the download manager box popping up and running, nothing happens. Zilch.

I'm running Windows XP. loads of space left. Did a reboot, did a system scan...

There's a lovely Secretary icon ludditerobot made and I can't use it ::wails::

Anyone have any bright ideas? Or is my computer poorly?
