Uploading question

If I'm uploading on FileFactory and the red/white bar is twirling away, does that mean I am actually uploading even when the time elapsed bit hasn't budged for fifteen minutes and the dots at the bottom aren't moving (they usually fill/empty/fill) Or am I well and truly frozen and need to give up?
